# AdjustedRates

`AdjustedRates` is a `Public Module` exposing the single shared constant that defines the neutral multiplier for a non-applicable adjusted-rate factor, giving `iAdjustedRateFactor` implementers one canonical value to return instead of independently choosing a neutral literal ([BR-POL-011](../../business-rules.md#br-pol-011-non-applicable-adjusted-rate-factor-neutrality)).

## Purpose
- Provide the single canonical "no adjustment" value (`1`) that any `iAdjustedRateFactor` implementation should return for a non-applicable factor, ensuring cumulative multiplication is unaffected (BR-POL-011).
